Benjamin Franklin Bridge photo

A friend posted this downloaded picture of a group of men on the partially built Delaware River Bridge. (now called the Benjamin Franklin Bridge)
I have been wondering all day, who are these men?

  1. The Delaware River Bridge Joint Commission was established in December 12, 1919. It could be the Commission members?
  2. Rudolphe Modjeski, who was chief engineer on the Manhattan Bridge project was named the chief engineer of this project and his suspension bridge design was accepted in 1922. Was one of the men in the front of the group, Rudolphe Modjeski? and the others, perhaps his engineers?
  3. Who do you think the men are?
I have included some links that I read today, while I was trying to get a clue. Please leave your comments and ideas.

Thanks,

This great video is from a WHYY special... the trolley line planned for use across the Ben Franklin bridge, never actualized. Pretty incredible footage, plus some cool blueprints/schematics showing the original plan. The stations are in the anchoring houses of the bridge! It, also has some great close up view and discussion of the wire cables.
Another WHYY video, that says there is a different designer, http://video.whyy.org/video/1573768589/
